Dr. Lakshmi Raghutpathy

Dr Lakshmi Raghupathy is Former Director Ministry of Environment & Forests GOI, New Delhi and is presently works in the areas of Environment & Waste Management for several organizations. She is a Visiting Faculty in TERI University teaching in solid waste management, waste utilization and industrial ecology. She is also involved in Guiding Research in TERI University & Amity University. Dr. Raghupathy has more than 35 years’ experience in the area of waste management, waste minimization and resource recovery from waste. She has been instrumental in developing the Hazarodus Waste Management Rules and E-Waste Management Rules for India. Her core expertise in the aforementioned areas includes identification of waste sources, techno-economic feasibility, development waste minimization at source policies, investment potential assessment, development of strategic roadmaps and policy/ advisory.

Her specializations include Health Impact due to Environmental exposures and Solid Waste Management pertaining to Bio-medical Wastes, E-waste, Hazardous Waste, Municipal Solid Wastes.  Plastic wastes, Battery Wastes and End-of-life vehicle wastes. She has worked as consultant and Technical Expert with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, New Delhi 2007-2015 in the areas of End-of-life Vehicle (ELV), E-waste and Municipal Solid Waste Management. She now works in the area of utilization of waste for resource or energy recovery and have worked in the Ministry of Environment and Forests for 20+ years in various capacities, handled hazardous chemicals, hazardous wastes, municipal other wastes, Environmental Impact Assessment, Pollution Prevention and Waste Minimization & Conservation of Biodiversity. Handled international programmes funded by World Bank, UNEP, UNDP, DANIDA etc. She has also represented India in the UNEP-Basel Convention negotiations and was the Chair and Vice Chairperson of the Technical Working Group (TWG) and as technical expert and consultant in preparation of Technical Guidelines.
